”Hackney is worst performing planning authority”?

\The London Borough of Hackney is demanding an apology from communities secretary Eric Pickles after he described it as England’s worst planning authority during a Commons debate on plans to strip powers from poor performing planning teams.” http://www.planningresource.co.uk/Development_Control/article/1158362/pickles-hackney-worst-performing-planning-authority/ As the article points out it depends on how one measures “worst”.But in my opinion they certainly have a terrible enforcement team. Here’s what the Local Government Ombudsman said of them some years ago – and in my experience they’re still dysfunctional; http://www.lgo.org.uk/complaint-outcomes/planning/planning-archive-2006-07/london-borough-hackney-05a12349-05a10374-06a03393/“The Council accepted that it had faced major problems and has struggled with a problem of unauthorised development which appears to be endemic. For some time there were only two permanent enforcement officers both of whom had lengthy periods of sick leave. In 2002 the Council did not take any enforcement action. There were significant delays and a backlog of 1500 cases occurred.””

  1. Ive found them to be very reasonable as far as the actual planning process is concerned, though, clearly, there is a problem with enforcement, particularly in the north of the borough.

  2. Oops! Pickles has retracted;“An error has been identified in the answer given to the right hon. Member for Leeds Central (Hilary Benn) on 5 November 2012.The correct answer should have been:Mr Pickles: As the right hon. Gentleman knows and, more particularly, as other Opposition Members know, I have been more than helpful to those Members who have had trouble with planning authorities and I have done my best to move things along, but I am very happy to name the worst, which is Haringey.”http://elrnews.com/2012/11/07/pickles-retracts-hackney-remarks/#more-2724
